A Review of Risk Perceptions and Other Factors that Influence Flood Mitigation Behavior

This article reviews the relationship between flood risk perceptions and private flood mitigation behavior, finding that this relationship is often weak or non-existent in empirical studies. The authors attribute this to two main factors: the need for high coping appraisal alongside high risk perceptions to trigger protective responses, and the potential feedback effect of already-adopted mitigation measures on risk perceptions. They also review other factors influencing private flood mitigation behavior, such as experience with flooding, fear or worry about flooding, knowledge about flood hazards, socioeconomic and geographical factors, and hindrances to private flood mitigation. The study concludes that while risk perceptions are not strong predictors of protective behavior, other factors like coping appraisal and perceived responsibilities in flood management are crucial.
