This study describes the development, reliability, and validity of the Communities That Care Youth Survey, a self-report instrument designed to measure risk and protective factors across multiple ecological domains for adolescents aged 11 to 18. The survey was developed to assess the epidemiology of risk and protection in youth populations and to prioritize specific factors for preventive intervention. The instrument includes 121 items scaled to measure 29 risk and protective factor constructs, with most items adapted from previously validated scales. The final instrument has good reliability and validity, showing statistically significant relationships in the expected direction (positive for risk factors, negative for protective factors) with outcome measures of substance use and delinquent behavior. The survey can be used to assess the level and prevalence of risk and protective factors in schools or communities, identify subpopulations at high risk or low protection, and prioritize preventive interventions.
