The article examines the global landscape of ethical guidelines for artificial intelligence (AI) by mapping and analyzing existing principles and guidelines. It finds a significant increase in the number of publications, with most documents issued by private companies and governmental agencies. The analysis reveals a convergence around five ethical principles: transparency, justice and fairness, non-maleficence, responsibility, and privacy. However, there are substantive divergences in how these principles are interpreted, implemented, and applied across different sectors and regions. The study highlights the importance of integrating guideline development with substantive ethical analysis and adequate implementation strategies.
