The study examines the management of activities by the Secretariat of Environment regarding environmental impacts on the Los Colores wetland in the municipality of Neiva, Huila. It highlights the inadequate response by environmental authorities to the degradation of the wetland, which has suffered significant environmental damage due to human activities, construction, and lack of regulation. The wetland, located in Neiva, is a critical ecological area that provides essential services such as water regulation, biodiversity conservation, and climate stabilization. Despite the existence of legal frameworks, including the 1993 Law 99 and the Ramsar Convention, the wetland has not been recognized as a protected area, and its environmental conditions have deteriorated significantly since 1993, with a 74.6% reduction in water area. The study also notes the lack of effective implementation of the 2019 Environmental Management Plan for the urban wetland, as well as the insufficient public awareness and community involvement in conservation efforts.
