This article explores the relationship between citizen participation, democratic governance, and the right to development through a systematic review of academic literature. The study identifies key concepts and relationships among these elements, emphasizing the importance of legitimacy, constitutional provisions, and contextual conditions. It highlights the legal, economic, and social dimensions of the right to development linked to citizen participation. The findings reveal a complex interplay between these concepts, underscoring the need for adaptive and contextual approaches to strengthen citizen participation as a means for effective democratic governance within the framework of the right to development. The study concludes that citizen participation is essential for achieving inclusive and sustainable development, and that future research, policies, and practices should focus on deepening understanding and promoting comprehensive and sustainable development through citizen participation. The study also identifies gaps in the literature, particularly regarding the influence of participation on gender equity and digital participation. The research underscores the importance of collaboration, transparency, and inclusive decision-making processes in achieving effective governance and the realization of the right to development.
