People's Republic of Bangladesh Country Programme Evaluation

The Independent Office of Evaluation (IOE) of the International Fund for Agricultural Development (IFAD) conducted a Country Programme Evaluation (CPE) in Bangladesh from 2004 to 2014, assessing the effectiveness of IFAD's cooperation with the Government of Bangladesh. The evaluation found that IFAD's activities contributed significantly to rural poverty reduction, including improvements in malnutrition and climate resilience in areas like the haor and char regions. The program achieved positive results in microfinance, rural infrastructure, and enterprise development, with some innovations being scaled up. However, challenges remain in sustainability, long-term impact, and knowledge management. The program's focus on gender equality and women's empowerment was a key strength. Despite progress, there is a need for stronger policy-level support to ensure the long-term sustainability of benefits. The evaluation also highlighted the importance of improving knowledge management, strengthening partnerships with government institutions, and enhancing the visibility of IFAD in the country. The CPE recommended that IFAD focus more on agriculture, maintain access to credit, prioritize environmental protection, and broaden policy and institutional support. The evaluation concluded that the partnership between IFAD and the Government of Bangladesh was productive and responsive, but further efforts are needed to ensure the long-term success of the program.
