The Women’s Empowerment in Agriculture Index (WEAI) is a new survey-based index designed to measure women's empowerment, agency, and inclusion in the agricultural sector. Initially developed to reflect women's empowerment resulting from the US government's Feed the Future Initiative, the WEAI can also be used to assess gender parity and identify areas needing empowerment. The index is an aggregate measure reported at the country or regional level, based on individual-level data collected through household interviews. It comprises two subindexes: one assessing women's empowerment in five domains (decisions about agricultural production, access to resources, control of income, leadership, and time allocation) and another measuring gender parity. The WEAI was piloted in Bangladesh, Guatemala, and Uganda, and the paper documents the development process, including survey questionnaire design, field implementation, and statistical analysis.
